Moisture Comes First
Basement slabs sit on the ground, and many older homes in the Hudson Valley have no vapor barrier under the concrete. Moisture moving up through the slab can push a coating off from below. A good installer tests for it first, using a moisture meter, a taped plastic-sheet test, or more formal testing on bigger jobs. If moisture is high, a moisture-mitigating primer may be needed, and any active water problem should be fixed before coating.

Can you coat a basement floor that gets damp?
Occasional dampness can often be handled with a moisture-tolerant primer after testing. A floor that actually floods needs the water problem fixed first.
